Point of order concerning NOLA

Question

According to the Admiral of Morality:

With only one nay vote, it is difficult to cast the House of Bishops as divided on the issues that were before them.

Whose nay vote was this?

+Bennison is one of the most liberal bishops in the church—Diocese of Pennysylvania.

So did he just want to insure there was a nay vote, did he eat too much Crayfish étouffée for lunch and it was really a burp, not a nay vote, was he looking to become the Final Jeopardy final question in a few years, or did he have a point to make?
