Use Google image search and look for “139042906″… what some people will do to a dog (that is a dog, right?)… jeesh!
Before you get help for the person, get the dog to safety!
Like all human centred humans you have assumed that the animal that performed the search was a human. It could have been a lonely, possibly grotesquely ugly, dog looking for material to help with a quick paw job. Morally suspect maybe - but hardly evil or insane.
